World Heritage Sites are places that the World Heritage Committee of UNESCO has inscribed on a list of international sites because of their outstanding universal value, the importance of which is so great as to transcend national boundaries. Countries with world heritage sites are required to afford the highest level of protection to these places, which means not only looking after the sites themselves but also their setting. This inevitably results in some constraints upon tree planting within world heritage sites. Any woodland creation within these areas has the potential to impact on the heritage site, and so Cadw should be liaised with to discuss any special guidance or general requirements in these areas. The Dedication Scheme (Basis I & II) was introduced in 1947 in order to encourage landowners to retain their land in forestry and to introduce good forestry practice. Basis III was introduced in 1974, providing grants for new planting and additional supplements for broadleaves. The Dedication Scheme was closed to new applicants in 1981. Land still under Dedication could continue to be within the scheme but Dedication would terminate on a change of ownership. Dedication schemes without a Plan of Operations and therefore receiving no grant, are deemed to be under Negative Covenant. The Woodland Grant Scheme (WGS) provided incentives for people to create and manage woodlands on sites all over Wales. The scheme was run in 3 phases with the last phase ending in 2006. 1.1 Background World Heritage Sites are places that the World Heritage Committee of UNESCO has inscribed on a list of international sites because of their outstanding universal value, the importance of which is so great as to transcend national boundaries. Wales currently has four world heritage sites – the Castles and Town Walls of Edward I at Caernarfon, Conwy, Beaumaris and Harlech in north-west Wales; The Slate Landscape of Northwest Wales; Blaenavon Industrial Landscape in south-east Wales; and Pontcysyllte Aqueduct and Canal in north-east Wales. 1.2 Frequency of Update Although the process to inscribe World Heritage Sites is ongoing, the process is lengthy and can take a number of years to complete, however to avoid re-using old data, users should periodically obtain the latest version of the data. 1.3 Depiction The depiction of a World Heritage Site can comprise a number of components including: - The World Heritage Site Essential Settings Arcs of View Significant Views Further information regarding these components can be found on the Historic Environment Service (Cadw) website. Each official record of a World Heritage Site contains a map. The map here has been translated from the official published inscription map and is believed to be an accurate depiction. Copies of the original inscription maps can be viewed on the UNESCO world heritage convention website. This dataset has been subject to a Positional Accuracy Improvement programme. 1.4 Use of Data There are no use restrictions on this GIS data. Recipients may re-use, reproduce, disseminate this data free of charge in any format or medium, provided they do so accurately, acknowledging both the source and copyright as specified (see below), and do not use it in a misleading context. Working with Natural Processes (WWNP) Floodplain Reconnection Potential is our best estimate of locations where it may be possible to establish reconnection between a watercourse and its natural floodplain, especially during high flows. The dataset is designed to support signposting of areas where there is currently poor connectivity such that flood waters are constrained to the channel and flood waves may therefore propagate downstream rapidly. The areas may contain non-residential property so it is important to consider this and recent buildings or defences when considering floodplain reconnection. Locations identified may have more recent building or land use than available data indicates. It is important to note that land ownership and change to flood risk have not been considered, and it may be necessary to model the impacts of significant reconnection. Working with Natural Processes (WWNP) Riparian Woodland Potential is our best estimate of locations where tree planting may be possible on smaller floodplains close to flow pathways, and effective to attenuate flooding. The dataset is designed to support signposting of riparian areas not already wooded. The dataset is based upon a 50m buffer of available OS Open Data river networks. A set of open access constraints data was used to erase areas which contained existing woodland, watercourses, peat, roads, rail and urban locations. The information provided is largely based on open data, and is indicative rather than specific. Locations identified may have more recent building or land use than available data indicates. It is important to note that land ownership and change to flood risk have not been considered, and it may be necessary to model the impacts of significant planting. It is based upon the Risk of Flooding from Surface Water datasets and identifies areas of high flow accumulations for the 1% Annual Exceedance Probability surface water maps. The data does not does not provide information on design, which may need to consider issues such as drain-down between flood events. It is important to note that land ownership and change to flood risk have not been considered. Locations identified may have more recent building or land use than available.
